Took smudge tool to blend not too low opacity but strong enough to move the city and grey together.....

Skyline again this time lower the opacity

Insert Huratio, lower the opacity then
New layer
made the three white lines like we discussed
took my Smudge tool and almost full opacity and brought them inward that makes the horizonal lines
