Here's a page with links to animation tutorials but I was just looking for one to help you with this and there's a lot of bad links. You might find some interesting tuts if you have the time to look though.

Do you have any ideas as to what would make it look cooler and give it an effect since it's not animated? Something cool but not so busy that will make it look cluttered.

No, I don't have any animations made yet. Since I'm new to all this, I'm testing out a simple banner with just a photo to the left. I have the black plain banner with text, but, when I try and add a photo it doesn't keep it's size? I don't know what i'm doing wrong. If you have the animation already done it's pretty easy to add it to a banner.

You need to open the animation in Animation Shop and check how many frames it needs.

You'll need multiple copies of your banner, open them in Animation Shop.

Add each frame of the animation to a banner copy.

Boy, am I glad I found this place! I'm not so savvy with PSP and need all the help I can find.

My question is, is it possible for me to make a banner with animation to the left and just text to the right?
