Create a new folder called " Plug-Ins " ( I have mine under Program Files ).
As you collect plug-ins, create a folder for each plug-in " inside " your new " plug-ins " folder. Name the folder the same as the new plug-in.
Unzip the new plug-in into the folder of the same name.
Do this for every plug-in you collect.
After you begin your collection, go into PSP and do this, Click on
File > Preferences > File >Locations > Plug-Ins
Go to one of the empty paths, and point it to your new " Plug-Ins " folder. Be sure to place a check mark in the " Use Sub Folders ".
This will allow you to use all of the plugins you have collected.
You can follow this same procedure for other types of files that can be used in PSP; textures / shapes / frames, et.
You will need to be sure it states they are PSP compatible from the site you download them from..
Thats all there is to it
