How do you increase the size of an object in a picture, like if you want to make a dogs tail longer how do you do it?

I think it depends on what the object is, or how "complex" it is...something like a dog's tail might be do-able using the clone tool. Another
tool that might work for making subtle changes would be the deform tool.
