I think I was able to duplicate what you were trying. I opened a new transparent image, flood-filled the bottom layer with the brick pattern, then created a new layer. I selected the text tool and created text as a vector so that I could size it, alter the stroke and fill colors, etc., then I clicked Selections>From vector object, and then converted the vector layer to a raster layer. The text remains selected, and the Eye Candy filter is available, so you can use the Fire filter. If the plugin was grayed out, it probably indicated you hadn't selected the text. If you didn't select it before you got to the raster layer, you could always do Select All, Float, Defloat on the text layer to select the text.
